CRSC Holds 2019 Meeting on Sci-Tech Work

On 6th March, CRSC held its 2019 scientific & technical work meeting to promote its strategy of innovation-driven development and follow the guidelines of its 2019 annual work meeting; summarizing its experience in 2018, and identifying its priorities for 2019 in scientific & technical work. The meeting was attended by Zhou Zhiliang, Party Secretary and Chairman, and chaired by Zhang Zhihui, Vice President and Chief Engineer.

Zhou Zhiliang noted that, in 2018, CRSC's scientific & technical workers showed the courage of reform & innovation; and achieved successes and started a journey in scientific & technical innovation, developing the CTCS-3 train control system, and the CTC3+ATO train control system for automated high speed railways. This enhanced CRSC's core competitiveness, supporting its independent innovation and rapid & high-quality development.

Mr Zhou stressed that, despite its achievements, CRSC should recognize its loose foundation in scientific & technical innovation, and weak capabilities in independent innovation, especially primary innovation. Against the background of high-quality development of central SOEs and increasing market competition, it should follow the trend and take the initiative, strengthening its leading position, to achieve sustainable development through independent innovation. First, CRSC should raise awareness in independent innovation. It should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, learn and follow the experience of 40-year reform and opening-up, and increase the sense of urgency, mission and responsibility in independent innovation. It can occupy a dominant position in competition and development only by developing core technologies; cannot improve its technical capabilities by rely on others' scientific & technical results, let alone blindly following their footsteps; and can become a world-class high-tech industry group only by creating game-changing technologies. Second, CRSC should grasp opportunities of integrated digital, networked & intelligent development, and promote transformations in the industrial model and company structure of high-end manufacturing. It should cultivate new industries, momentums and growth poles, and increase the contribution rate of scientific & technical results, to intensify the driving force of innovation, and shift CRSC to the high end of value chain. Third, CRSC should eliminate obstacles and drawbacks of institutions and mechanisms, and create a favorable environment for technical, institutional and model innovation. It should strengthen the incentive mechanisms and stimulate the vigor for innovation; conduct and explore the pilot work in mixed ownership, and in the incentive mechanisms of equity-based and project-based dividends, to generate the source and stimulate the energy of creation for high-quality development, and usher CRSC to a new phase with new engergy. Fourth, CRSC should consolidate its foundation in corporate management. It should strengthen the capacity building and implement the technical responsibility system of chief engineers to ensure its product quality and safety through technical means; and increase and utilize the scientific research investments to improve its innovation capability and support its high-quality development. Fifth, CRSC should treat innovative professionals as the first resource for high-quality development. With the riches resources of railway signaling & communication professionals, it should establish a multi-level human resource development system to meet its practical needs in scientific & technical innovation, grasp opportunities of the new flow of human resources, and utilize the diverse means of postdoctoral & academician workstations, and human resources introduction & cooperation, to engage more high-level professionals at home and abroad in its scientific & technical innovation.

In addition to summarizing CRSC's work in 2018, and identifying its priorities and targets for 2019 in scientific & technical work , the meeting provided a stage summary and proposed the follow-up measures on CRSC's scientific & technical development plan in the 13th Five Year Plan (FYP) period.

Zhang Zhihui gave a meeting summary and raised specific requirements for the follow-up work. He stressed that, CRSC's scientific & technical workers should follow the guidelines of the 2019 annual work meeting and the instructions of Chairman Zhou Zhiliang, implementing CRSC's development plan in the 13th FYP period, and executing all tasks in a down-to-earth manner. It can grasp all opportunities, solve all problems, implement all plans and realize all visions only through solid work. He noted that, CRSC should take the "three orientations" as the main direction of its scientific & technical work in 2019, and accelerate independent innovation and the commercialization of scientific & technical results, to enhance its core competitiveness in independent innovation. It should, first, strengthen independent innovation, to accelerate the development of fundamental, forward-looking, and leading technologies; second, ensure the progress of key projects, to achieve rapid commercialization and promotion of scientific & technical results; third, adapt to changes, to extend and expand its business chain; fourth, improve product series, to support market and business expansion; fifth, achieve continuous improvement, to ensure in-use product safety and reliability; sixth, upgrade workmanship, to reach new heights in equipment manufacture; seventh, adopt new technologies, to create intelligent, green and excellent projects; eighth, strengthen management, to ensure the completion of key projects in scientific & technical work; ninth, innovate incentive mechanisms for innovation, to stimulate the enthusiasm and sense of gain of innovators; tenth, conduct in-depth and intensive work, to consolidate the industry status of technical standards; eleventh, prepare top-level design, to create a new situation in intellectual property work; and twelfth, utilize industry associations, to enhance domestic and overseas influence.

 

The meeting was joined by 60 other participants, including those from CRSC's General Office, Technical Development Department, and Quality & Safety Department, and heads of scientific & technical work, chief engineers, and heads of scientific & technical management departments of all tier-two and some tier-three companies.
